APPEAL | Illegal use of electric bikes and scooters, Exeter

We have been contacted by residents in the Exeter community who have reported an increase of young people riding e-bikes and e-scooters dangerously in and around Exeter City Centre.

We are reminding people that electric scooters, electric bikes and modified electric bicycles must not be used on public roads, pavements, cycle paths, parks or other public places unless they meet legal requirements.

Privately owned electric scooters are generally only permitted on private land with the permission of the landowner.

Similarly, many e-bikes and modified electric bicycles do not meet the legal requirements for use on public highways and may be classed as motor vehicles.

This means they may require registration, insurance, taxation, approved lighting and a valid driving licence to be used lawfully.

We continue to receive reports of these vehicles being ridden dangerously and antisocially, causing concern for pedestrians, cyclists and other road users.

Riders may be placing themselves and others at risk of serious injury.

Officers will be continuing to carry out patrols and enforcement activity. Vehicles found being used illegally may be seized, and riders could face penalties including fines, penalty points, prosecution or having the vehicle confiscated.

We ask parents and guardians to ensure they are aware of the law before purchasing these vehicles for children and young people.
